Shri Bhupinder Singh obtained his Civil Engineering degree from Punjab Engineering College, Chandigarh in the year 1982 and joined Central Engineering Services (Civil) in MES Cadre on 30th September, 1985 as Assistant Executive Engineer (Civil). As Assistant Executive Engineer, he has been involved in execution of number of important civil infrastructural works of army during militancy at Ferozpur, Punjab and Akhnoor(J&K).
As Garrison Engineer(Airforce) at Srinagar(J&K), he has been involved with Civil Infrastructural works of Airforce such as Housing, Runway & Taxi Track (Rigid & Flexible), construction of other technical related works etc. He was awarded CHIEF OF AIR STAFF COMMENDATION for outstanding performance of duty on 26th January, 1997. He also served as Garrison Engineer (Airforce at Yelahanka) where all the civil infrastructural works related to Aero India International Air Show – 2001 were completed in time successfully and he was awarded AIR OFFICER COMMANDING – IN – CHIEF COMMENDATION CARD for outstanding performance of duty.
He also worked as Commander Works Engineer at Airforce Station Bamrauli(Allahabad), where in planning and execution of civil and electrical infrastructural works of nine airforce stations under Central Air Command in three states of Central India were completed in time bound manner. He also worked as Director(Personnel) in MES(HQ) and has expertise in dealing with seniority, promotions, legal matters of civilian officers/staff.
He attended Post Graduate Diploma in Public Policy and Management (PGDPPM) at Management Development Institute (MDI), Gurgaon and George Mason University, Washington, DC, USA.
He has also served as Chief Engineer on deputation at Delhi Urban Shelter Improvement Board (DUSIB) under Delhi, Govt of NCT of Delhi, from September, 2013 to December, 2015 wherein he was instrumental in progressing of construction of houses under Jawahar Lal Nehru National Urban Renewal Mission (JNNURM) of 15000 Dwelling Units (DUs) for economically weaker section of the society. He occupied the office of CEO, CGEWHO on 19th January, 2016 on regular basis with an aim to function as a vibrant, pro-active and responsive organization to meet the expectations of users and clients/Central Government employees. He has a vast technical and managerial experience of over 30 years in Planning, Project Management, Contract Management, Financial Management, Arbitration, Quality Control, Personnel Management & Administration. He is a Life Member of Geo- Technical Society of India and Defence Infrastructure and Project Management Society of India.
